Objective

 

This webinar intends to mark the International Day for Disaster Risk Reduction 2021, focusing on Northeast Asia regional cooperation for technology application for disaster risk reduction. It will profile good practices and lessons from China, Korea, and Japan to leverage frontier technologies to ensure resilience and mitigate disaster and climate risks.

 

Background

 

The Sendai Framework for Disaster Risk Reduction 2015-2030 recognizes that science, technology and innovation are critical in accelerating all aspects of disaster risk reduction and calls for cooperation among scientific and technological communities to develop a science-policy interface for effective disaster risk management.

This year, the International Day for Disaster Risk Reduction 2021 theme is Target F of the Sendai Framework: "Substantially enhance international cooperation to developing countries through adequate and sustainable support to complement their national actions for implementation of the present Framework by 2030."

Accordingly, with the Trilateral Joint Statement on Disaster Management Cooperation of 2019, heads of government agencies for disaster management  of  the  Republic  of Korea, Japan and the People's Republic of  China reaffirmed "the  importance  of  trilateral  cooperation  and  information  sharing among the three countries and agreed  upon  the  need  for  focusing  on  prevention  in  disaster  management." In this context, opportunities for mutual learning on advanced disaster management systems deployed by the three countries are key, particularly in applying technology and innovation for risk reduction.

The exchange of science, technology, and innovation in DRR provides an important boost to disaster risk management in developing countries, and frontier technologies are an excellent opportunity to ensure resilience across developed and developing countries.

Experts will share practical experiences and examples from across the hazard spectrum of use of technologies such as UAV remote sensing technology for landslides or monitoring the changes of sea ice; real-time earthquake damage estimation system, and how a single disaster and safety communications network (Safe-Net) makes national disaster management stronger as per TCS and UNDRR ONEA publication Trilateral Best Practices: Application of Technology for Reducing Disaster Risk in China, Japan and Korea.

This webinar will address the key lessons and challenges in technology application, along with solutions to accelerate the use of technologies in disaster risk reduction and resilience.
