Launching Workshop: Inclusive Risk Communication Initiative and Open Call for Short Videos on Inclusive Multi-Hazard Early Warnings in Lao PDR

On the occasion of the International Day for Disaster Risk Reduction 2026 and Lao PDR’s National Disaster Management Day, the Government of Lao PDR and the United Nations launch an inclusive risk communication initiative and an open call for short videos on inclusive multi-hazard early warnings.

Running until December 2027, the inclusive risk communication initiative aims to revise, develop and test accessible risk communication and early warning materials in Lao and priority languages, run a national multi-platform campaign, partner with youth and content creators, and reach remote communities through provincial, district and village networks, closing a critical gap in the last-mile reach of early warning messages.

The open call, which will be launched during the event, invites young people, content creators and storytellers in Lao PDR to produce short videos that help people recognize official warnings and act early and safely before floods, storms, landslides or drought. Creators from ethnic communities and organizations of persons with disabilities are especially encouraged to apply. Submissions close on 12 November 2026. The top three will receive recognition certificate, cash awards and be shared nationally. 

The workshop is hosted by the Department of Meteorology and Hydrology of Lao PDR, in collaboration with the Department of Social Welfare (Ministry of Labour and Social Welfare) and the Ministry of Technology and Communications, and supported by UNDRR, the UN Resident Coordinator's Office, WFP, UNICEF, UNDP, IOM, Save the Children, People in Need, Care International and the Lao CSO Network. It brings together line ministries, development partners, civil society, organizations of persons with disabilities, youth, and media.
