ARISE Philippines commemorates International Day for Disaster Risk Reduction 2025: “Fund Resilience, Not Disasters”

ARISE Philippines commemorated the International Day for Disaster Risk Reduction (IDDRR) 2025 with the theme "Fund Resilience, Not Disasters" on October 13, 2025, at the SM Mall of Asia, Pasay City. The event brought together government officials, private sector leaders, international partners, and youth advocates to emphasize strategic investment in disaster resilience.

Vice Admiral Alexander P. Pama (Ret.), ARISE Global Board Member, opened the program, stressing collaboration and funding before disasters strike. Assistant Secretary Cesar M. Idio, representing Usec. Harold N. Cabreros of NDRRMC delivered the keynote, highlighting government efforts on risk-informed development and disaster preparedness.

The Office of Civil Defense presented data showing the Philippines' high vulnerability to disasters, a national risk score of 46.56, and increasing hazard intensity due to climate change. Key legislative acts and enhanced operational tools were noted, along with a ₱25 billion disaster risk reduction budget for 2025.

Messages of support came from leaders like Mr. Marco Toscano-Rivalta (UNDRR Regional Office Asia & Pacific), Mr. Arnaud Peral (UN Resident Coordinator Philippines), Ms. Fides B. Borja (World Bank), Dr. Gloria J. Balboa (DOH), and Ms. Maria Lourdes L. Agustin (DILG NCR) and Ms. Anna Patricia Pastor (Buskowitz Energy Inc.), showing a unified commitment to whole-of-society resilience investment.

Three highlight activities included:

  • The Triangular Bandage Design Competition, with 39 teams, was won by National University students whose design conveyed preparedness and DRR themes creatively.
  • The Youth Resilience Relay, involving youth leaders from Pasig, Pasay, Quezon, and Manila Cities, led by experts from DOH, UNICEF, DepEd, BFP, OCD, and NRC, resulted in Manila City as champion.
  • Exhibit Booths showcasing 17 initiatives from government, international NGOs, and private sector partners, integrating education and practical demonstrations.

Engr. Liza B. Silerio, ARISE Philippines Co-Chairperson, closed the event by reaffirming the country's commitment to resilience through partnerships and sustained action.

The 2025 IDDRR observance underscores the Philippines' dedication to proactive, risk-informed investments and multi-sector collaboration to reduce disaster losses and protect communities through resilience-building.
